La política fiscal es una herramienta clave para cualquier jurisdicción, y los presupuestos generales el instrumento fundamental para poder implementar la misma, ya que se trata del documento en el que han de ser reflejados tanto la previsión de ingresos como la estimación de gastos.

Atendiendo a la distribución de ingresos y gastos podremos hablar de políticas expansivas o recesivas, políticas sociales, educativas o sanitarias, entre otras. Por ello, el estudio y análisis de los presupuestos generales de un Estado es fundamental para entender el conjunto de políticas económicas que se llevan a cabo, más en un contexto económico y social como el actual, caracterizado por una elevada tasa de inflación y la existencia de un conflicto bélico.
