520			_aLa finalidad de este trabajo es estudiar la evolución que el sector del alojamiento turístico ha vivido en los últimos años y su impacto en el sistema tributario. La primera parte del trabajo ofrece una visión panorámica de cómo estaba regulada esta actividad en el ámbito civil y resalta algunas de sus particularidades tributarias antes de la aparición de las plataformas digitales. Seguidamente se evalúa cómo y por qué las plataformas colaborativas han tenido tanto éxito y cómo han transformado el mercado turístico. Finalmente, la tercera parte de este trabajo analiza qué problemas ha ocasionado esta transformación en materia de IVA y cómo las propuestas de la Comisión de 2022 y del ECOFIN de 2024 tratan de resolverlos.
520			_aThe purpose of this paper is to study the evolution that the tourist accommodation sector has undergone in recent years and its impact on the tax system. The first part of the paper provides an overview of how this activity was regulated in civil law and highlights some of its tax-related particularities prior to the emergence of digital platforms. It then assesses how and why collaborative platforms have been so successful and how they have transformed the tourism market. Finally, the third part of this paper analyzes the problems this transformation has caused in terms of VAT and how the proposals by the Commission in 2022 and by ECOFIN in 2024 aim to address them.
