520			_aLas sucesivas crisis globales acaecidas en lo que va de siglo XXI (la Gran Depresión de 2008; la crisis del Covid en 2020; y la crisis causada por la invasión rusa de Ucrania en 2022), en particular estas dos últimas, han acelerado un proceso de transformación del Estado y sus funciones, que venía gestándose ya desde el último cuarto del siglo XX, con el inicio de la crisis de sostenibilidad del Estado social. En el contexto actual, el Plan de Recuperación para Europa (Next Generation EU y su ampliación con RePowerEU), y su implementación en España a través del Plan de Recuperación, Transformación y Resiliencia, constituyen formas de explicitar en qué medida la Unión y los Estados están asumiendo una función directiva, de carácter estratégico, en su relación con la sociedad y el mercado. En este trabajo se lleva a cabo un análisis jurídico-financiero de estos planes, del que concluimos algunas posibles implicaciones para el Derecho financiero.
520			_aThe successive global crises that have occurred so far in the 21st century (the Great Depression of 2008; the Covid crisis in 2020; and the crisis caused by the Russian invasion of Ukraine in 2022), particularly the latter two, have accelerated a transformative process of the state and its functions, which had been brewing since the last quarter of the 20th century, with the onset of the sustainability crisis related to the social state. In the current context, the Recovery Plan for Europe (Next Generation EU and its extension with RePowerEU), and its implementation in Spain through the Recovery, Transformation and Resilience Plan, serve as a means of explicitly clarifying the extent to which the Union and the states are assuming a directive function, of a strategic nature, in their relationship with society and the market. Based on the legal-financial analysis of these plans, we conclude some possible implications for the public finance law.
